The possible cause can be and solution:

1) Corrupted Event Viewer LOG file. Open Event Viewer clear all LOG in categories.
2) Permission on storeportal.dll (everyone read-execution)
3) Permission on /mdb directory (IUSR_SERVER and UWAM_SERVER) Read Write
4) Permission on /media directory (IUSR_SERVER and UWAM_SERVER) Read Write
